South Parkway Improvement Project
Project Overview
Section A: Eaton to Rasmussen
Complete reconstruction of the road is needed to remove and replace its failing base.  The new road will feature sidewalks, planter strips, bike lanes, lighting, a travel lane in each direction and a center left-turn lane.  Construction activities will include stormwater facilities and an upgrade to the water utility infrastructure.

Section B: Rasmussen to Main St.
A process referred to as "Mill and Fill" will be used to grind down the first few inches of roadway and then a new layer of asphalt will be laid.  Sidewalk ADA ramps will be upgraded and some utility work will be completed.

Estimated Timeline as of June 2016
Design & Permitting - completion 4th quarter of 2016
Bid - 1st quarter of 2017
Construction - 2nd to 4th quarters of 2017.

Road to Remain Open to Traffic
South Parkway will remain open to traffic, with some intermittent delays.  Some access points to streets along South Parkway may close, but alternate routes will always be available.

Project Funding
Funding for the $5.6 million project (Sections A & B) is provided by:
  • State Transportation Improvement Board (TIB) Grants: $4,305,216
  • Battle Ground Traffic Impact Fees: $695,000
  • Battle Ground Transportation Benefit District: $65,000
  • Battle Ground Water Fund: $498,350
  • Battle Ground Sewer Fund: $41,000


FAQ's

How long will it take to complete the project?
We anticipate it will take approximately 9 months to complete; however, factors such as weather (either good or bad) may affect the construction timeline.

Will South Parkway remain open?
Yes, the road will remain open during construction with some intermittent delays.  However, we do recommend that non-local traffic seek alternative routes.

Will the sidewalks on South Parkway remain open?
Existing sidewalks will remain open with few exceptions.

Will the lighting improve on South Parkway?
There will be significant improvement. Twenty-six new LED light fixtures will be placed along South Parkway between Eaton and Rasmussen. (Section A of the project).  

I live in the South Parkway area.  Will construction affect services such as mail or package deliveries, garbage or other services to my home ?
Construction will not prevent delivery of services. There will always be access to your home for service delivery from South Parkway or alternate routes.

Will emergency response vehicles be able to get to my house located in the South Parkway area if there is an emergency?
Yes.  Police and Fire services are aware of the construction and will have full access to South Parkway and the surrounding area.  

Won't construction create noise and dust in the South Parkway neighborhood?
Complete reconstruction to fix the roadway will necessitate the use of large equipment over several months.  However, there are construction guidelines in place regarding hours of work and dust/erosion control.
