As our community continues to grow, the need for City services also grows. Wastewater management is an integral service the City provides to residents. The City has a history of acting in the best interests of our residents and our environment.

Ten years ago, when the need for a regional wastewater treatment system became apparent, the City built a pump station and force main, and purchased treatment capacity for wastewater at the county-owned Salmon Creek Treatment Plant. Since then, the City has been working collaboratively with Clark County and the Clark Regional Waste- water District to plan for the next expansion at the Salmon Creek Treatment Plant.

Given our community's rapid growth, we will soon reach our wastewater treatment capacity. To that end, the City began to study options in 2003 for meeting future wastewater management needs.

Initial studies showed that the cost of developing a local Water Reclamation Facility would be about the same as the cost of building new infrastructure to send more wastewater to the regional plant. The studies also showed that there are some significant benefits to the community. Thus, the City is currently planning a new Water Reclamation Facility (WRF) that will not only meet projected population growth but will also provide a variety of added benefits.

During the late summer and early fall, the City will be conducting field investigations to gather more facts about the hydrogeology of the watershed and better show how infiltration could occur.

As the project proceeds, the City will provide opportunities for interested citizens to learn about the project and provide input to City staff.

  • Rapid Infiltration: With rapid infiltration, high-quality reclaimed water from the treatment plant would be pumped into trenches or ponds. From there, the reclaimed water would percolate into the soil and mix with cool groundwater as it flows into Salmon Creek.
  • Wetlands Discharge: With wetlands discharge, high-quality reclaimed water from the treatment plant would flow through wetlands before entering Salmon Creek. As the reclaimed water flows through the wetlands, it becomes cooler and also improves the natural wetland habitat.
  • Study area: During late summer and early fall, the City's contractor will be collecting information about the Salmon Creek watershed. The first phase will include digging shallow test pits with a small backhoe and, in some cases, drilling a small diameter monitoring well. Other studies may take place at locations with good infiltration characteristics. The investigations will be conducted along reaches of Salmon Creek near, upstream, and downstream of Battle Ground.
  • Project Timeline: The City started looking at future wastewater management options in 2003, and is now completing a Wastewater Facility Plan and General Sewer Plan to define the recommended improvements for the new Water Reclamation Facility. Other phases of the project will include permitting, design and construction. The project is targeted for completion by late 2011.
