
Recently, a new type of vehicle known as a motorized foot scooter has become popular. These are similar to the traditional two wheel scooters, but are powered by a gas or electric motor. State law does not regulate these vehicles, so without a City ordinance, the use of them is unrestricted. The City Council, recognizing the safety issues presented with this unregulated use, adopted
Ordinance #05 - 002 which regulates the use of motorized foot scooters and requires certain safety equipment.
The ordinance pertains to the use of a motorized foot scooter on public property. It sets a
minimum age of 16 years and
requires the following:
- helmet
- brakes
- muffler
- lighting equipment (when used at night)
- drive wheel disengage mechanism
The ordinance
prohibits
- negligent operation
- carrying passengers
- riding on sidewalks, public parking lots, trails and in City parks
It further limits the use of a motorized foot scooter on public roadways to roads where the speed limit is 25 M.P.H. or less. Violation of the ordinance is classified as a Class 1 Civil Infraction and is punishable by a fine of up to $250.
